A resistor block controls the speed of the AC fans, allowing them to blow faster or slower depending on the speed setting you select. The compressor pushes air through the AC and is powered by a pulley that spins as the serpentine belt passes over it. If your compressor is failing, it can't move air through the system as fast as it used to.
